Setting one up would benefit most any medium or large size business or organization. How it is done depends quite a lot on the culture.
We've helped companies set up risk committees that are seen as effective, and in one case helped a company who already had such a committee, but it wasn't doing everything the members thought it was capable of doing. We were able to help them get re-engaged with senior management, who saw them (appropriately) as a resource/sounding board for strategic decision making.
I can't offer any templates or tools, but a mission/purpose statement should be relatively easy for the committee to determine...hashing that out would be a good exercise for the committee members so that they can align/calibrate themselves on what they are meant to be doing. I would expect the objective to be pretty simply stated as to help the organization more effectively identify, assess and mitigate risk. The trick is to be able to get the members to have a clear understanding of their purpose, confidence that they have a meaningful role and to get senior management to engage with and rely on them.
Normally these committees serve in an advisory capacity with no formal authority, but again it depends on the culture of the organization.
