Twane Duckworth joined the City of Garland in 2020 and will serve as its Managing Director – Risk Management. In this capacity, he will lead the City's Risk Management department and oversee the City's internal Care Clinic. The Care Clinic is recognized as a groundbreaking change for Texas municipal operations by offering premier on-site and free care to employees and dependents in a mission to contain costs, reduce treatment times and minimize insured losses. Additionally, Garland is one of the few municipalities in the state of Texas that generates and distributes its own power with an expansive power plant operation.
Previously, Twane was the Risk Manager for the City of Jacksonville, the only consolidated City/County in the State of Florida and the largest city in the United States by land mass. Because Jacksonville was self-insured and self-administered, he addressed a wide-range of exposures for a sizable geographic area implementing risk controls for varied losses on a daily basis.
Twane joined RIMS global Board of Directors in 2020.
